The Inquisitors are an organization that acts as the governing party of Salutia and regulators of the usage and production of Regalia worldwide. The Inquisitors were originally founded by Mortdar’s students shortly after his disappearance. His students developed an organization that would force nations of people into subjugation in order to properly regulate their Regalia.
The regulation of Regalia was a radical political issue proposed to reduce the negative impacts unrestricted Regalier activity has on both the environment and the people. The Inquisitors believed that Regalia are weapons of war and should be handled carefully.
Many nations fought back, insisting that they needed to remain competitive against the threat of both their enemies and the formless spirits. This sparked large scale warfare that would be known as the First Inquisition. After many years the Inquisitors were victorious and ordered people to surrender their Regalia to be incinerated and declared the act of crafting regalia to be forbidden.
After the First Inquisition, the Inquisitor Council was formed and comprised mostly of Mortdar’s students. The members of Inquisitor Council act as representatives of each established nation and make judgement calls on their behalf.
The people insisted that the inquisitors should stop incinerating Regalia because they need it to defend themselves in times of war and against the Formless. The Inquisitor Council came to compromise and declared that if the people do not create any new regalia, then no more regalia will be incinerated.
As a result, the people of Gala collected the few Regalia that was yet to be destroyed. To this day, nations enlist Regaliers by finding exact matches to their existing clothing. However, the Inquisitors limit the amount of Regaliers that can be in commission at any point in time. Any nation found violating the inquisitor’s statutes could face an Inquisition where all of their Regalia will be destroyed.
